FY 2017 Budget Act (P.L. 33-185)

Appropriations Dashboard

The Committee on Appropriations and Adjudication (Committee) and the Office of Finance and Budget (OFB) provide the following Substitute Bill 250-33 (also known as the General Appropriations Act of FY 2017) Summary Dashboards. The Summary Dashboards provides comparisons between FY 2015 appropriated or authorized levels ,FY 2016 appropriated levels from Public Law 33-66.and FY 2017 appropriated levels found in P.L. 33-185)

Each Summary Dashboard provides comparisons between FY 2015 appropriated or authorized levels, FY 2016 appropriated levels, and the proposed  appropriated levels for FY 2017 by the following:

  1. Agency Name

  2. Branch and Category

  3. Function

 

Budget Terms utilized in the Summary Dashboards are to be understood by the users of the data and information. Some terms utilized in the Summary Dashboards include:

 

  1. Operations appropriations include appropriations made specifically for the general operations of the agency.

  2. Pass-through appropriations include appropriations made to a particular agency to be administered by that agency for a specified purpose in the General Appropriations Act.

  3. Miscellaneous appropriations as identified herein include appropriations made to the Government of Guam Retirement Fund relative to the payment of Retiree Supplemental Annuity Benefits, Medical, Dental, and Life Insurance Premiums, Medicare Premiums, Governor and Lieutenant Governor Pensions, and Judges and Justices of the Superior Court and the Supreme Court of Guam Pensions.

  4. Debt Service appropriations are continuing appropriations toward the payment of outstanding debt owed by the government of Guam.

  5. Semi-autonomous agency include the Guam Department of Education, the University of Guam, the Guam Community College, the Office of the Attorney General, the Mayors’ Council of Guam, the Office of Public Accountability, and the Public Defender Service Corporation which all have boards that govern each entity. For the purposes of the Summary Dashboards, the Guam Memorial Hospital Authority and the Guam Visitors Bureau are categorized under Executive Branch.
