Budget

 

This section provides information relative to the government of Guam budget for line and semi-autonomous agencies. To understand the budget process of the government of Guam, please visit the “Understanding the Budget” page found under the “Budget Basics” tab for more information.

The General and Supplemental Appropriations Acts are the Budget Acts that have been passed by the Guam Legislature and enacted by the Governor of Guam for each fiscal year. Click on the link below to find the General & Supplemental Appropriations Acts dating back several fiscal years.

The Governor’s Executive Budget Requests includes the Governor’s Proposed Comprehensive Program and Financial Plan in a message to the Guam Legislature which is accompanied by a budget document that contains the recommended goals, plans, and appropriations for the succeeding fiscal year as well as a draft appropriations bill. Click on the link below to find the Governor’s Executive Budget Request, the associated General Appropriations Bill as provided by the Governor, and the detailed agency budget requests as submitted to the Guam Legislature.

The General and/or Supplemental Appropriations Acts of each fiscal year as well as Guam laws mandate certain reporting requirements relative to budget information that the Executive Branch is required to submit to the Guam Legislature for increased transparency and accountability in the government. The Special Economic Service (SES) is an inter-branch work group consisting of the Chairman of the Guam Legislature Committee on Appropriations, the Director of the Office of Finance and Budget, the Public Auditor of Guam, the Director of the Bureau of Budget and Management Research, the Director of Administration, the Administrator of the Guam Economic Development Authority, the Chief Economist of the Department of Labor, the Chief Economist of the Bureau of Statistics and Plans, and the Administrator of Research and Evaluation of the Guam Visitors Bureau.
