Summary Dashboards
The Committee on Appropriations and Adjudication (Committee) and the Office of Finance and Budget (OFB) provide the following Public Law 33-66 also known as the General Appropriations Act of FY 2016 Summary Dashboards. The Summary Dashboards provides comparisons between FY 2015 appropriated or authorized levels and FY 2016 appropriated levels from Public Law 33-66. Included is an Operations Appropriation Summary Dashboard.
Each Summary Dashboard provides comparisons between FY 2015 appropriated or authorized levels and FY 2016 appropriated levels by either of the following:

Budget Terms utilized in the Summary Dashboards are to be understood by the users of the data and information. Some terms utilized in the Summary Dashboards include:

Operations appropriations include appropriations made specifically for the general operations of the agency.

Pass-through appropriations include appropriations made to a particular agency to be administered by that agency for a specified purpose in the General Appropriations Act.

Miscellaneous appropriations as identified herein include appropriations made to the Government of Guam Retirement Fund relative to the payment of Retiree Supplemental Annuity Benefits, Medical, Dental, and Life Insurance Premiums, Medicare Premiums, Governor and Lieutenant Governor Pensions, and Judges and Justices of the Superior Court and the Supreme Court of Guam Pensions.

Debt Service appropriations are continuing appropriations toward the payment of outstanding debt owed by the government of Guam.

Semi-autonomous agency include the Guam Department of Education, the University of Guam, the Guam Community College, the Office of the Attorney General, the Mayors’ Council of Guam, the Office of Public Accountability, and the Public Defender Service Corporation which all have boards that govern each entity. For the purposes of the Summary Dashboards, the Guam Memorial Hospital Authority and the Guam Visitors Bureau are categorized under Executive Branch.

The link below is to the “General Appropriations Act of FY 2016” webtool Dashboard which includes the appropriations to the line and semi-autonomous agencies of the government of Guam. The tool provides comparisons between FY 2015 and FY 2016 appropriation levels organized by line and semi-autonomous agency as provided for in Substitute Bill 37-33 (COR).
